This is a vintage 1980 "The First Hess Truck".  Plastic.  About 11" long x 3 1/2" wide x 4" tall.  Runs on (1) "D" battery (not included).  For ages 4+ years.  Made in Hong Kong.  Excellent condition.  40 years old!
