scarce 1967 Georgia National Guard license plate prototype?

Description

This is a 1967 Georgia National Guard license plate.
This plate is in good condition with minor bends and some rust  spots in the paint as seen in the photo. I was told that this was a prototype plate for 1962  for use on the up coming 64-70 plates.  Do your research on this as I am not an expert on this.  Please see photo.
